Project: „Improving the capacity of NAMRB and Bulgarian municipalities through cooperation with Norwegian local authorities“
Main objective: Enhancing the institutional capacity and development of human resources of Bulgarian local authorities and NAMRB through cooperation and transfer of knowledge, experience and good practices with the Norwegian Association of Local and Regional Authorities (KS).
Specific objectives:
• Capacity building for the development of an efficient dialogue with the central authorities as well as the activities of local authorities
• An improved framework and capacity building for sustainable and transparent local financial management
• Development of efficient forms of inter municipal cooperation for public service provision
Project’s expected outcomes:
• An improved institutional capacity and skills of NAMRB members and NAMRB team in maintaining efficient dialogue and lobbying in front of the central authorities
• Changes regarding the local financial management implemented in line with the National Decentralization Strategy and the CoE’s recommendations on the level of implementation of the ECLSG, adopted in October 2011
• Increased inter municipal cooperation – with special attention to the border areas covered by the Cross Border project

WHAT WE ACHIEVED
1. Development of the capacity of NAMRB for efficient dialogue with central authorities:
• Board members of NAMRB were trained from their Norwegian colleagues how to protect more
effectively the interests of the municipalities in front of the central government – study tour in Norway
and training with Norwegian lectures.
• Data base of legislation initiatives was developed for the period 2013 – 2016.
• The continuous efforts of NAMRB for legislative amendments and improvements related to local governance
