The programme will support activities involving exchange of experience and knowledge between public institutions and local and regional authorities in Norway and Bulgaria. It will be implemented through two pre-defined projects: the first project will promote exchange of experience between the Norwegian Barents Secretariat and the Bulgarian Ministry of Regional Development and Public Works (MRDPW) and the second project will promote exchange of experience between the Norwegian Association of Local and Regional Authorities (KS) and the National Association of Municipalities of the Republic of Bulgaria (NAMRB). The target groups of the Programme are the Bulgarian public institution, local and regional authorities, as well as the civil society, business, cultural and political leaders in their search of a comparative insight on trends and best practices.

The contribution from the Norwegian Financial Mechanism is 2 016 000 EUR.

Programme objective: To strengthened the institutional capacity and human resource development in the Bulgarian public institutions, local and regional authorities through cooperation and transfer of knowledge with similar institutions and authorities in Norway.
Main focus: The programme sets a platform for capacity building, development of modern and efficient public administration at central and local level and improvement of public services, through the implementation of the two pre-defined projects.

1. Increased and strengthened cooperation between the public institutions, local and regional authorities in the Beneficiary States and similar institutions and authorities in Norway.
2. Enhanced institutional capacity and human resources development in public institutions, local and regional authorities in the Beneficiary States.
